Fry the peppers whole (!) all around in oil. Take them out, put them in a bowl and let them rest for some time, covered with foil. Then peel off the skin, quarter the peppers and remove the seeds. Mix with chopped garlic, sage leaves, olive oil, sea salt and pepper and leave in a sealable container overnight.
