Mix whole wheat flour and salt in a large baking bowl. Work in ghee or possibly oil with fingertips. Gradually add the lukewarm water to form a firm dough. Knead thoroughly on a floured plate. Cover with plastic wrap and let stand for 50 min.
Divide the dough into 18 portions. Roll each out into a 14 cm dia. patty. Heat 3 cm oil in a deep frying pan. Bake puris one at a time in it until done, pressing them briefly into the oil with a slotted spoon until they puff up. Cook until golden brown on both sides. Drain on kitchen roll and bring to table on the spot.
