For the raisin cake, grease a baking pan of about 22 x 32 x 5 cm and sprinkle with flour.
Sift together flour, baking powder, baking soda, salt and spices. Add oil and knead well. Add sugar and raisins and mix well.
Add orange juice, water, cognac and the grated orange peel and mix properly.
Pour the mixture into the pan and bake in a preheated oven at 170 °C for about 1 hour.
Let the raisin cake cool and sprinkle with powdered sugar. Cut into squares and serve.
