For the rice meat, divide beef cutlets into rather small pieces. Heat oil in a pan and brown pieces of meat. Fish browned meat out of the pan and put it into a saucepan.
Add a little water, cover and cook. Dice onion and brown in oil, mix with tomato paste and pour 700 ml of water. Add to the meat in the pot.
Add all other spices and the rice, cover the pot and boil once. Turn the heat down to the lowest setting and simmer gently for 20 minutes until the rice is cooked.
