Instructions:

Cut carrots and white cabbage into very small pieces.

Combine pepper, sugar, salt, buttermilk, milk, mayonnaise, vinegar and lemon juice in a large bowl; stir until emulsified.

Add white cabbage, carrots and onion and mix well.

Cover and refrigerate for at least 2 hours.
